Creates the SmartOhio Financial Literacy Pilot Program

To amend Sections 369.10 and 369.314 of Am. Sub. H.B. 64 of the 131st General Assembly, as subsequently amended, to require the Chancellor of Higher Education to create the SmartOhio Financial Literacy Pilot Program at the University of Cincinnati to operate for the 2016-2017 school year and to make an appropriation.
