Consideration of a bill on three different days by each house, as required by the Ohio Constitution. The three-day rule may be suspended by a 2/3 majority vote by the members of the house considering the bill. First Consideration - The point in the legislative process at which a bill is read on the floor and thereby introduced. Known as Introduction. Second Consideration - The point in the legislative process at which the Rules and Reference Committee reports a bill back to its house with its referral (assignment) to a standing committee. Third Consideration - The point in the legislative process at which the full membership of the House of Representatives or Senate votes on a bill. This step is also known as "floor action."
