Add schemes of chance and regulate nonprofit pools

To amend sections 2915.01 and 3772.03 of the Revised Code to classify fantasy sports and betting on the outcome of an E sports contest as schemes of chance, and to grant the Ohio Casino Control Commission authority to regulate pools not conducted for profit.
