Adjust penalties for trafficking in or possession of fentanyl

To amend sections 1547.11, 2925.01, 2925.03, 2925.05, 2925.11, 2925.22, 2929.01, and 4511.19 of the Revised Code to provide that the penalty for trafficking in, possession of, or funding of trafficking in fentanyl or carfentanil is the same as the penalty for those crimes involving heroin, to increase to a third degree felony the trafficking in or possession of at least one gram but less than five grams of any of those drugs, to provide that deception to obtain a dangerous drug involving fentanyl or carfentanil is a third degree felony, and to provide a per se prohibited concentration of fentanyl and carfentanil regarding operating a vessel or motor vehicle that is the same as the per se prohibited concentration for heroin.
