Allow Office of Consumers' Counsel to operate call center

To repeal section 4911.021 of the Revised Code and to amend Section 245.10 of H.B. 166 of the 133rd General Assembly to remove the prohibition on the Office of the Consumers' Counsel operating a call center and to make an appropriation.
