Redefine "hybrid motor vehicle" for registration fee purposes

To amend sections 4501.01 and 4503.10 of the Revised Code to redefine "hybrid motor vehicle" under the motor vehicle law for purposes of the additional registration fee applicable to those vehicles and to delay the effect of those changes until January 1, 2024.
